EXFO Light Source & OTDR Buying: A Cost Controller’s Honest Checklist

Here’s the short version, the one I’d put in front of my CFO:

If your crews do routine PON and FTTx work, buy the EXFO MaxTester 720C. If they live in outside plant, buy the EXFO DuraForce Pro 2. Budget the EXFO light source and power meter as a separate line item for acceptance testing, not as an accessory to an OTDR. I manage procurement for a 40-person fiber-optic contracting company. Over the past six years, I’ve tracked more than $200,000 in test equipment orders in our cost tracking system. This isn’t a lab-buyer’s view. It’s the field-buyer’s view.

Why I have a say in this

When I audited our 2023 spending, the story was never the sticker price of the OTDR. The overruns came from three places: broken adapter tips, calibration windows we missed, and software subscriptions ordered before the workflow was stable. Those three categories made up about 70% of our “budget overruns.” We changed the procurement checklist and cut that number by roughly a third.

Where the money actually goes

Unit price is the start, not the end. In Q2 2024, when I compared two quotes for a mid-range OTDR, the lower base quote was $475 cheaper, but the accessory bundle cost $1,750 more. That more than erased the base-price advantage.

The MaxTester 720C is my default for inside plant, FTTx, and PON. The screen size is right, the iOLM mode gives a junior tech a pass/fail answer, and it is small enough to strap to a ladder for a full shift. I’d rather buy three 720Cs for a crew than one modular unit with a computer case.

The DuraForce Pro 2 is what goes in the outside-plant truck. It’s heavier. I don’t care. It has survived two van-door incidents and one “I left it on the bumper” incident that would have sent a 720C to the repair bench. There’s something satisfying about a ruggedized unit that comes back after a 14-hour shift with the screen intact.

Can one unit do everything? Maybe. But my repair records say that a “versatile” unit that is in the shop for three weeks is more expensive than a cheaper dedicated unit that stays in the field.

The EXFO light source: don’t starve it

For Tier 1 acceptance testing on new fiber, the EXFO light source and a matching power meter are the tools that generate the loss numbers on the test report. I order them as a pair. The connector interface matters more than the brand name, but since we standardized on EXFO for the OTDRs, matching the source keeps our reference conditions consistent.

Every acceptance report we submit references TIA-526-7 for the loss numbers and IEC 61300-3-35 for connector endface inspection. I don’t care which brand the tech carries; if the tool can’t meet those standards, the report isn’t valid. EXFO’s light source and power meter pair fit that requirement without custom workarounds.

Counterintuitive part: the source is rarely the expensive line item. The launch cables, adapter tips, and cleaning supplies are the ones that get cut. Not glamorous. Necessary. The most frustrating part of test equipment procurement is that the tiny adapters cost almost as much as the big tool and take twice as long to arrive. You’d think the industry would have solved this by now, but replacement tips still carry long lead times.

Cisco vs EXFO? Wrong question

I get why people search “Cisco vs EXFO.” A network project has both names in the bill of materials. Your instinct is to decide which one comes first.

Here’s the thing: they don’t really compete. To be fair, there is a small overlap at the service-assurance level—both companies sell visibility software. But the thing you’re trying to do, see where the optical link breaks, is the test vendor’s job. A switch or router won’t tell you the event is at 23.7 km. It will just log the failure.

The real comparison is not “Cisco vs EXFO.” It’s “active equipment vs test equipment,” and most budgets need both.

Infinity Pro: budget it as software, not hardware

Infinity Pro is the layer that turns field test results into something asset managers can use. It is not an OTDR replacement, and it won’t make a dirty splice clean. If you already have MaxTester or DuraForce units in the field, ask whether your current test workflow is standardized enough to feed it clean data. If it isn’t, wait. Software licenses bought before the workflow is ready are a classic budget leak.

Honestly, I’m not sure why EXFO quotes software and hardware separately. My best guess is that it lets them keep the hardware price quote in the middle of the market. From a budget view, that means Infinity Pro is an annual subscription line item, not a one-time capital purchase.

When to ignore this advice

My experience is based on a regional contractor with about 40 techs and roughly 350 fiber projects. That sample is field work, not carrier lab work and not hyperscale data centers. If you’re buying for a lab, you’ll likely want benchtop light sources, formal calibration contracts, and a separate power meter instead of a combined field unit.

Also, if you’re only doing short-reach multi-mode runs, you might not need an OTDR with long-range single-mode options. A simpler light source and power meter pair may cover 80% of your needs.

One more honest limitation: I can’t tell you whether Infinity Pro’s analytics features are worth the subscription for your team. That depends on how disciplined your techs are about naming files and pushing data. The software doesn’t fix a messy data workflow.

Look, I’m not saying every purchase must be EXFO. I’ve bought from other vendors too. But the questions I see most—EXFO light source vs OTDR, MaxTester 720C vs DuraForce Pro 2, Cisco vs EXFO—are usually the wrong frame. Pick the job first. The right test gear is the one that keeps your techs accurate and your repair budget boring.
