If you only need to verify light levels on PON networks, the simpler EXFO MaxTester 710 checks the key measurements at a lower entry price. And if your actual need is making sure drivers can call the office, buy them phones. The Nokia 2660 Flip works fine for that, as does any basic 4G flip phone. A flip phone and a fiber certifier are both "handheld devices," but so are a flashlight and a metal detector.
One more boundary worth stating: buying gear doesn't fix a training problem. When a new hire can't figure out how to turn on a Verizon flip phone, the answer isn't a different phone and it isn't a better tester — it's a better onboarding process.
