Who this checklist is for
If you're the person signing the purchase order for fiber test equipment, this is for you. I'm a procurement manager at a 240-person telecom installation company. I've tracked about $180,000 in cumulative test-equipment spending over six years, including every invoice, calibration reminder, and warranty claim. This checklist has six steps. The order matters.
Here's what you need to know: the cheapest quote is rarely the cheapest test kit. I spent six years learning that lesson one invoice at a time. Use this checklist before you buy any OTDR, power meter, light source, or fiber inspection tool. It applies whether you're adding one unit or equipping an entire region.
Step 1: Define the job before you ask for a quote
Before you talk to any distributor, answer these five questions:
- Single-mode or multimode?
- Which wavelengths do you need: 850/1300, 1310/1550, or both?
- Do you need loss, reflection, or both?
- Will the tool live in a lab or in a field truck?
- Which connector types are on your patch panels and jumpers?
Write those answers down. If a distributor pressures you to skip this step, treat that as a warning. We got burned once by a multimode-only source on a single-mode network. That mistake cost us a redo and a ton of urgency.
Step 2: Check calibration and traceability before price
This is where I sound like an old man. A test device is a measuring instrument, not a gadget. You wouldn't trust a blood pressure cuff that has never been checked. The same logic applies to an EXFO FLS-300 light source or any other optical tester. If the calibration is overdue, every loss reading is a guess.
Ask each vendor, in writing: Is calibration included? Is it NIST traceable? What is the calibration interval? What does a calibration return cost, and how long does it take? If the answer is vague, keep looking.
According to TIA-526-7 and TIA-526-8, insertion-loss measurements must be made with a calibrated source and meter. If your source is not traceable, your test report proves nothing.
Step 3: Calculate TCO, not the sticker price
Here comes the part nobody likes: total cost of ownership, or TCO. The quoted price is the cover, not the book. I keep a spreadsheet with rows for hardware, accessories, calibration, repair, spare units, software, training, shipping, and technician downtime. Over five years, those rows decide everything.
In 2024, I compared two vendors for the same EXFO testing configuration. One quoted $8,200 all-in. Another offered $6,900, but after calibration, software subscription, and shipping, the total was $9,400. The initial quote was lower by 16 percent. The total was higher by 15 percent.
Stop treating test equipment like a phone upgrade. A phone is replaced every couple of years. A ruggedized light source can stay in the fleet for five or more. The buying criterion isn't 'cheapest at checkout.' It's 'cheapest over the life of the asset.'
And ignore generic 'best shaver' lists. The best shaver for a traveler isn't the best shaver for a barber. The best OTDR for a metro fiber team is often not the best for a data-center installer. Context wins.
Step 4: Verify the ecosystem, not just the box
A test tool doesn't live alone. It needs software, firmware, connectors, and training around it. Before you standardize, verify the ecosystem.
- Does the software generate pass/fail reports in the format your clients accept?
- Can firmware be updated in the field, or does the unit have to go back?
- Are patch cords and adapters available for your connector types, including SC, LC, FC, and E2000?
- Does the vendor offer training, or will your team be learning from scratch?
- Does the warranty stay valid if you buy through a third-party distributor?
According to EXFO's product page on exfo.com, the FLS-300 is a light source, not an OTDR. That distinction is important. A light source works with a power meter for insertion-loss testing. An OTDR traces events and reflections. A tool that does everything usually does one thing well and the rest just okay.
Step 5: Plan for the field, not the lab
This step gets ignored because it happens after the purchase. Think about the technician who opens the case in the rain, with gloved hands, at 6:45 PM.
- Can the battery last a full shift?
- Can the device survive a drop from a workbench?
- If the unit goes out for calibration, what is the backup?
- Can you get a loaner while yours is in repair?
I once had to replace a dead light source under pressure. Our only EXFO FLS-300 died on Monday, and a network rollout was scheduled for Thursday. Had two hours to decide. Normally I'd compare three vendors and run a TCO spreadsheet, but with the crew waiting, I called the usual supplier and ordered the same model. In hindsight, I should have had a loaner agreement in place months earlier.
That purchase wasn't wrong. The process was. A procurement policy built only for planned orders doesn't help when the field is waiting.
Step 6: Pilot before you standardize
This last step is the one that tends to get skipped. Buy one unit, not a full set. Let two technicians use it for two weeks. Then, and only then, buy the rest.
In 2023, we piloted a cheaper optical power meter and found the buttons were impossible to use with gloves. The spec sheet looked fine. The actual tool was unusable. We would have wasted $4,800 if we had bought eight units at once.
When I compared the pilot unit to our existing EXFO unit side by side, I finally understood why field crews hate touchscreen-only devices. 'Meets spec' and 'works in the field' are two different things.
Three mistakes that always increase your bill
- Comparing initial quotes only. Add calibration, shipping, software support, repair turnaround, and training.
- Buying one unit for three crews. The savings disappear when a technician has to drive 40 miles to get the tester.
- Trusting 'free setup' offers. That 'free setup' once cost us $450 in hidden fees because it included a senior engineer's travel time.
Prices and product specs change. Verify current pricing and compatibility before you commit. No vendor, including EXFO, expects you to buy on faith. Ask questions, read the datasheet, and keep this checklist in your next review.
